Introduction of the Author:Joseph E. Stiglitz is an American economist and a professor at Columbia University. He is also the co-chair of the High-Level Expert Group on the Measurement of Economic Performance and Social Progress at the OECD, and the Chief Economist of the Roosevelt Institute. A recipient of the Nobel Memorial Prize in Economic Sciences (2001)with the contributionofshowingthat asymmetric information can provide the key to understanding many observed market phenomena, including unemployment and credit rationing. And arecipient of the John Bates Clark Medal (1979), he is a former senior vice president and chief economist of the World Bank and a former member and chairman of the (US president's) Council of Economic Advisers. In 2000, Stiglitz founded the Initiative for Policy Dialogue, a think tank on international development based at Columbia University. He has been a member of the Columbia faculty since 2001 and received that university's highest academic rank (university professor) in 2003. In 2011 Stiglitz was named byTimemagazine as one of the 100 most influential people in the world. Known for his pioneering work on asymmetric information, Stiglitz's work focuses on income distribution, risk, corporate governance, public policy, macroeconomics and globalization. He is the author of numerous books, and several bestsellers. His most recent titles arePeople, Power, and Profits, Rewriting the Rules of the European Economy, Globalization and Its Discontents Revisited, The EuroandRewriting the Rules of the American Economy.

Type:Economics of the Public Sector is a bilingual compulsory course and a common basic course for undergraduates majoring in Public Finance, Taxation, Public Management, Public Administration, Social Security etc.

Task:This course is designed to focus on the basic concepts and theories concerned with public sectors. Some public expenditure theories such as public goods, public choice, externalities and public production would be illustrated through case analysis in a variety of provider settings. Course work also involves using the developed methods to analyze some public expenditure programs. By studying this course, students should understand and grasp the basic theories and concepts and know some differences between China and Western countries. Students are also required to make use of these theories and methods to analyze China’s public expenditures programs and propose some policy suggestions. We will reasonably and effectively carry out ideological and political education in public goods, government economic functions and public selection procedures, and appropriately include innovation and entrepreneurship education in externalities and social security systems.
